3. Dude, I'd totally forgotten I'd seen David Tennant before I watched Doctor Who! Thanks for the reminder. He played the son of the head of the Ministry of magic. He was put in jail for helping Voldemort back in the olden days. He escaped and disguised himself as Mad-Eye to get to Harry/get Harry to Voldemort to get him a body.
4. Why Cedric/Hermione? They're not together, so I'm not sure how to answer. Cedric was with Cho Chang, whom Harry liked.
