I almost believe that it was just Joffrey's desicion (and he might have not talked to Cersei because he only decided it at that very moment...he's crazy enough for that) and that Littlefinger was just as surprised. While he is a scheming bastard he still seems terribly naive when it comes to Catelyn. He might have hoped that a dishonoured Catelyn is thankful for his help once Ned got sent to the wall...he can't have hoped for any chance with a grieveing widow, wanting revenge.
