The first selection in the "Look and Feel" tab is for your layout style - this should be "Flexible Squares."
Then there is a box for language.
Third, there is a box for "Theme" - here, you need to activate the dropdown menu and scroll to the bottom under "Custom layers" and hopefully that is where you will find your layer that you created. Mine is called "Additional Customizations" so that is what I see in the menu. Once I select that, it activates my theme layer that I created. Otherwise your theme layer is there, but dormant.
