It's such lazy writing; it's as if the writers are aware that they need a baddie but know they're not supposed to portray certain groups as automatically evil so they go for some group that won't complain but they don't need to write any nuances for. Of course, they then still do the same with other minorities, but then can point to the fact that they had a 'white' villain too.
Plus it makes it terribly easy to spot the baddie: you know as soon as you hear an Eastern European or Middle Eastern accent that they will be a wrong 'un.
