I think the song is also poking at the idea of dehumanizing the "enemy", just the tendency of saying things like "the Russians", "the Chinese", "the Iranians", the "Germans", "the Americans", "fill_in_the_blank" and not specifying that you are primarily referring to the actions of the government not the people.
