Yes, but the fan art has only exited for a rather short time - as ASOIAF has only existed for a short time. In comparison LOTR had existed for several decades before it was filmed, and I cannot help but think that this made a difference.

And ASOIAF is going to be massively expensive. Mush more so than Rome, with more costumes and a larger cast. Imagine all the castles for instance.
